I am not sure what you did, but for me the followings worked just fine:
1. Download Pharo 1.3 Core https://pharo-ic.lille.inria.fr/hudson/view/Pharo/job/Pharo%20Core%201.3/196...
2. Load: Gofer new squeaksource: 'PharoTaskForces'; package: 'ConfigurationOfRPackage'; load. (Smalltalk at: #ConfigurationOfRPackage) perform: #loadDefault.

I did what was said in the class comment and it was wrong. I'm sorry but I cannot remember which magic expressions each single config has so I use comment for that.

I just tried on a 1.3 core and it loads well. Tests are red however: 123 run, 4 passes, 1 expected failures, 0 failures, 118 errors, 0 unexpected passes
Apparently "SystemAnnouncer announcer subscriptions" is nil
