Indeed there is a bug. I will look at that. In fact it seems to react, but
not well :(

You should do manually "RPackageOrganizer
initializeDefault".
It rebuild the PackageCache.
It seems that RPackage does not react to all announcements.

I bumped into the very same problem.
Killing the MooseModel does not help neither.
