I think that something is wrong with your image.
ConfigurationOfMondrian>>#development: looks like:
development: spec
<symbolicVersion: #'development'>
spec for: #'common' version: '2.15-baseline'.
(taken from the latest Moose 4.8 image -
version ConfigurationOfMondrian-TudorGirba.373).
Everything is fine when you load this, and ConfigurationOfShout is no
longer a prerequisite.
