Coral and PetitParser changes

CollectionsExtensions is referred to in both ConfigurationOfMooseAlgos and ConfigurationOfGlamour. Semantically it is part of MooseAlgos The dependencies in baseline25 are not so nicely written. I assume the test packages depend on the packages they test.
