I think that you do not understand what is athens.
Athens is an object-oriented design for an abstract canvas and ways to interact with it.

This canvas will be instantiate with different backends.
	- since cairo works on windows the backend Cairo Athens works on Windows
	Now this is a question of packaging dll and others.

	- Now if one day we have a cocoa core framework, the cocoa backend will not work on 
	Windows.
