I tried

'Rio-Grande'.
|But in RioLocalExecutive>>initialize
when it does "Current initializeDefault"
I get RioLocalDosExecutive DNU initializeDefault.
Any idea?

Check the Universe's entry for Rio, I am sorry that the packages you are
loading are long obsolete.
