is it possible to link to a Pier command from a Pier page?

This is currently not possible, but would be a nice thing to add.
For now (as a workaround) you can create try the following markup
using an external URL, however note that this will create a new session:
!Welcome
Please *log in>http://www.lukas-renggli.ch/?command=PULogin*, or
*read more*.
