Is this Squeak 3.8 specific?
Yes,
That patch is only for Squeak3.8 (or later) because it depends on
Multilingual and Locale mechanism. These mechanisms is introduced at
Squeak3.8.
I think it's a good cue for migration to Squeak3.8 :-)
