Well, I did not want to make an own custom action set, I just wanted
to add a Comment-Subpage to each commentable page which should be
editable by an user with the anonymous role, while the rest of the
should stay closed...
Okay, now I understand, but I don't really get your code snipped.
What you basically have to do is to remove the edit and add permissions
from the anonymous role in your SWKom, to stop anonymous editing of
pages per default. And then you put a copy of the anonymous role into
the comment pages, where you add the edit and add permissions again.
