That's Windows-1252.

It's not going to be interpreted properly unless everything beyond
that treats it as Windows-1252, and not ASCII or ISO-8859-1 or UTF-8,
none of which would like \223 and \224 as open and close quote.

Thanks Randal. I imagined it was some windows related encoding :(
