Sorry for the delay in answering (just back from ICSE).
I updated the website to add the registration link. A couple more things:
* We have a reduced price if you want to attend both events (250 for SATToSE, 300 for SATToSE + SESchool)/
* SATToSE will have two keynotes, by Prem Devanbu and Max Di Penta.
* If you attend SESchool, there will be tutorials by Anne Étien, Diomidis Spinellis, Mircea Lungu, and Max Di Penta

If you want to register for SATTOSE 2019 and cannot find out how, you can register via this webpage of the collocated event (which is linked from the SATTOSE webpage) :
http://seschool2019.inf.unibz.it/pages/registration.html
When registering you can then select that you are interested in either SATTOSE only, or in the collocated event as well (or only in the collocated event).
According to the website the Registration Deadline for online registration is July 4th 2019 AoE.
